Location: AHS

Reports to: Residential Program Manager and Administrative Supervisor

Status: Full- time, Shifts: Swing shift- Tuesday-Saturday 12:00pm-8:30pm or Sunday-Thursday, 12:00pm-8:30pm.

FLSA: Non-Exempt

Pay Range: 24.90 - $32.37/hr

Position Summary

The Substance Abuse Counselor provides counseling and treatment (related to the employee's scope of practice) to clients with addictive problems, performs discharge and referral summaries for clients and maintains client case files.

Required Qualifications

  • High School diploma, Associate or Bachelor's degree in related field preferred.
  • CCAPP registered or CCAPP certified.
  • Two plus years' experience counseling people with substance abuse challenges OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Knowledge and training in substance abuse and related health issues (i.e. HIV, Hepatitis C, etc.) and recovery protocols including the 12 step programs.
  • Knowledge of the local treatment community and referrals.
  • If in recovery, we prefer you have two years sobriety.
  • Strong interpersonal skills.
  • Communicate clearly and concisely, both verbally and in writing.
  • Computer (PC) literate in general office functions such as Microsoft word, email and preparation of excel spreadsheets.
  • Valid California Driver's License, with insurable driving record.
  • Bilingual preferred but not required.
  • Commitment to HIPAA and ability to abide by standards of professional ethics and maintain confidentiality.
  • Adherence to infection control procedures, including but not limited to, standard precautions of temperature monitoring, hand washing, symptom self-monitoring, masking and social distancing.
  • Assist and support the Center/Department/Program to meet standards of High Reliability. Essential Responsibilities
    • Provide counseling and program treatment AOD services to clients with addictive problems involving alcohol and other drugs including addressing mental and emotional problems affecting the client's relationships with significant others.
    • Provide ancillary support services to family members (including significant others) as required for the primary client's counseling.
    • Ability to conduct ASI assessments as well as utilize the Sacramento County Assessment Tool.
    • Assume responsibility for an assigned caseload of clients and their intake, assessment and discharge.
    • Perform discharge and referral summaries for clients ending their treatment with the agency.
    • Maintain client case files which document the client's progress and update the treatment plans as required addressing new issues of treatment as they develop.
    • Conduct educational presentations to carry the agency position and information on substance abuse and related topics to the community as requested.
    • Complete accurate and timely incident reports.
    • Complete timely, accurate medication counts, supervise client medication calls.
    • (Withdrawal Management) Complete 30 minutes checks on each client, take vitals during medication calls as necessary, complete clinic runs (taking new patients for physicals and prescription pickups), contacting FNP for support as necessary.
    • Conduct routine inspections of building and clients to maintain safety and report any necessary repairs.
    • Provide appropriate referral information to clients and the public for services and opportunities not provided by our agency (when applicable).
    • Submit a monthly billing statement to supervisor for all treatment services rendered for each client on their caseload (when applicable).
    • Present a summary overview of each client's progress on their caseload at the weekly Client Review Team Meeting.
    • Direct collaboration with Sacramento County Probation staff and Sacramento County Mental Health counselors.
    • Perform related duties as necessary to the operation of the agency's programs.
    • Act as liaison with other service providers, both in the agency and in the outside treatment community, as needed.

        Physical Demands and Work Environment

        The work environment is characteristic of a medical clinic environment. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit; use hands and arms to reach. The employee is also required to stand; walk; and reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus. The employee must also possess hearing and speech to communicate in person and over the phone. The noise level in the work environment is usually quiet.

        The employee may be in contact with individuals and families in crisis who may be ill, using substances and/or not attentive to personal health and safety for themselves or their homes. The employee may experience a number of unpleasant sensory demands associated with the client's use of alcohol and drugs, and the lack of personal care. The employee may also be exposed to bodily fluids (blood, urine) and hazardous chemicals.
